I have literally no idea what's meant to be funny about the picture, so here are some questions that might help get to the bottom of it, because I don't like not understanding things.
Is it relevant who the person is? If so, who is she and what's the context?
If not, then based onShe might as well held her own head up
is it some sort of pun? Because she looks a bit miserable or something?

@Jaloopa For context, @xaade made a photoshop of a picture showing Kathy Griffin holding up a blood-soaked "severed" head in the likeness of president Trump.
I only learned about it yesterday through some post in the "In Other News Today" topic about how she lost a few jobs over it.
I also fail to see the humor in it all...

She used a fake decapitated Trump head to infer that he should lose his job, apparently being too stupid to realize that anything that could possibly be considered a threat against someone, particularly against a head of state, would land her in hot water. Anyway, the stunt resulted in her losing her job, so to properly represent the irony of how it backfired, there's a picture of her holding her own head.

Same in France, although technically I think he was no longer king by the time he was decapitated (monarchy was abolished in September 1792 and the king executed a few months later in January 1793), so England probably as the advantage here.
I don't know that either country has ever decapitated a not-consort queen...
