Yup, the functionality is there; that's why that's one of the interview questions I always ask anyone claiming Exchange experience. Once your DL gets over 1k users or so, you need to know how to do that or something's going to go down.

Well, and because it could be an inconvenience; that's certainly not the behavior that administrators/end users would necessarily expect. Setting the message receipt limit would work just as well or arguably better, but that just as clearly wasn't done either.

the inconvenience is there to stop you from sending inane shit that doesn't need to go company wide.
like, for example. accounting emailing that time cards need to be aproved for last week by tuesday at 0900 does NOT need to go to all staff. because non-managers don't have access to the system to aprove time cards, and even if we did we don't have the authority because we don't have direct reports.

I think you're failing to account for the fact that there are reasonably-sized distribution lists and they are in fact the majority. E.g.: I ask our IT Help Desk to create a <Project>Operations team DL; our Operations team for this particular project is four people but we've had people added as observers before and it's much easier to have our systems e-mail <Project>Operations@<company> instead of having to reconfigure every system every time.
Everyone who's on this list knows they're on this list. If our IT Help Desk told me I'd have to send as <Project>Operations in order to send to <Project>Operations (oh, and by the way your external systems can't send to <Project>Operations at all since almost none of them have support for sending on behalf of another user), I'd tell them to FOADIAF.
ETA since you mentioned Bedlam DL3 (Larry Osterman put this much better than I did above):
[R]eversing the defaults isn’t a good idea IMHO – that would discourage people from using DL’s and create a support nightmare – Imagine the number of calls we’d get from frustrated Exchange Administrators:
"I just created this distribution list, but my users can’t send mail to it!"
The bottom line is that there’s no good answer to this. If we WERE to change the default, then the 95% case would be made harder (administrators would have to check a "allow users to send to this DL" checkbox). And since most of the time users want to be able to post to DL’s, administrators would get in the habit of checking the box every time they created a DL.

@Lorne-Kates I always try to look at the positives. Learning to use your non-dominant hand is a life skill.
Also it's hurting less now, and tomorrow morning I won't have to wake up at 6am to guzzle down as much water as I can before I have to be nil by mouth for five hours.

Yeah, a previous employer used to send those sorts of emails to non-managers. Why are you sending this to everyone? Are you not competent enough to create a list specifically for managers?

Well, I would assume that HR, Payroll, or whoever needed it would ask IT to actually create the list. One would think that even a manager would realize that having such a list would be a really good idea, if not a necessity. It should be apparent to even the most incompetent manager that sending, for example, "Reminder: The list of peons to be laid off is due tomorrow" to all employees instead of only managers is going to be problematic.

And rather than realize that the reason everyone was still using the fat client over the web client was that the web client was shit, they decided to roll forward with MANDOWEBCLIENT in 6.5 to get the usage numbers for the web client up.

I'd check in another browser. It's horizontally resizable for me, and that's in version 6.0.
