Fluoridated toothpaste was a thing more than 40 years ago. I have used fluoridated toothpaste for literally as long as I can remember, and that goes back well over 50 years. Back then, toothpaste used SnF2, not the NaF that's used now, but it was fluoridated.

This seems doubtful to me. We used fluoride toothpaste from the mid '60's, and we were not trend-setters. It was wide-spread, and I believe the norm, or at least close to it. All the serious toothpastes, Colgate, Crest, etc., had fluoride. Only the frivolous toothpastes, like Pepsodent, didn't.

My guess is that the one on the right is plain tap water. Usually when water comes out the tap looking a pale milky white, it's because it has air in it. Lots of very tiny air bubbles.
Anyway, most of the strangeness in that picture was because of the camera flash. The water acts like a lens, focusing the flash onto whatever's behind it, and then the camera looks through the same lens and sees the focused light, which makes it look like it's glowing.
Here's 3 pictures of the exact same glass of water in front of the exact same white sheet of paper. The only difference is the flash: (one without, one with direct flash, and one with indirect flash)
