A couple of minutes of searching failed to turn up a global number, but according to https://accessprosthetics.com/15-limb-loss-statistics-may-surprise/ there are 2.1 million Americans living with limb loss. Assuming roughly half are arm amputations, that's 1 million people missing at least one arm. For simplicity, let's assume that the number missing both arms is negligible, meaning 1 million fewer arms than would be expected.
The population of the USA is 330 million, so for an average of 2 arms there would be 660 million. Based on the above assumptions, we're saying 659 million arms among 330 million people, which comes to an average of 1.9969 arms per person.
