My computer at home boots back within 30 seconds even if you select "Restart" (which does normal shutdown and then reboots)
I'd say if the cure for "cannot shutdown" problem is to add a few second to boot time, so be it.

It's sad that Windows forces you to make that choice on some computers. But at least they give you the choice at all. 99.9% of sleep, shutdown and hibernate problems are caused by buggy firmware, and in turn those things are indirectly caused by ACPI being a bloated and terrible standard.
Windows just shuts down its processes and then asks the hardware to turn off.
If Windows shut down its processes, it wouldn't drop me back to fully functional desktop with all background services still running, would it?

@Gąska If one of the processes associated with your user session doesn't exit properly, you get a warning screen asking you if you want to wait or cancel. if you don't respond to that in 60 seconds, it drops you back to desktop without even the basic courtesy of putting up the lock screen.
Ergo, you cannot securely leave the PC alone until you've confirmed it's powered down.

Yes, I know that. But that's not what happened here. It went through entire shutdown procedure without any interruption, up to the part where it disables video output and the monitor goes to sleep. Then it dropped back to desktop.

Did you try a
shutdown /r /f /t 0
in a DOS box? That might still work.
Otherwise, you might want to try that switch (though the description says it was built for switching off mobiles):

Aaaand here we go again. But this time, it shows "Welcome" login screen after "shutting down". Also, keyboard lock lights go off and on again. Dunno if they did before or not, but they do now.

@Gąska So? Just turn off Fast-Boot again; you probably got "upgraded" and reset to defaults. That, or fix your hibernation settings. And it can't hurt to disable timers while the computer is turned off, it can't misconfigure the update turn-on timer.

To each their own, then. I couldn't stand that.
Reliably unreliable? (I.e. failing every time the same way.) Depending on the failure mode, it could be usable. I had one tower PC that would always post twice, and start up normally the second time, and continue to work after that.
Unreliably unreliable? (Failing randomly or in an inconsistent manner.) Nope. Don't want to go near that. Murphy's law and all.
