Hm, I wonder if it would be more obvious for you if the border was actually visible.
It's still aligned with the avatars, but if we stick to the round circle button thing, there's not really a better place to put it in. On the right looks cluttered, in the middle looks silly.
Draggable border seems more sensible, but it would need to be tested on touchscreens - it does seem like it would be easy to resize on accident.

I look for the widget to expand the composer pane at the time the need to expand the composer pane comes up. Until I asked Ben L about it, I didn't know such a widget existed or that the composer pane could be expanded at all.

For Blakey, since he is already ranting as I type it: the icon has a symbol which is the same as a standard resize cursor on Windows on it, but the cursor that appears while you hover over the element is a usual link cursor.
And it is clickable in addition to being draggable, which makes for one very confused metaphor.

Have you never seen the standard UI metaphors for resizeable? Beyond a cursor image, it's popular to put a double line or triple dots on the active element.
Meanwhile in NodeBB, there's a random resizer arrow hanging in the middle of a white space, a bubble floating half an inch above the (indistinguishable) pane it controls.

There's an open bug about it - it seems that the "fix" for the auto-completion element scrolling around and out of the composer pane if you scroll-wheeled in the thread with an auto-complete window up had the side effect of making the auto-complete window fall out of the viewport if it's too small.

Yes, in an ideal world you would not need to do that (at least on simple software like a forum). But if you find yourself in the real world having to deal with imperfect software, hovering your mouse is a pretty effective way to figure out what buttons do (faster than writing an angry rant to the developers or something).
At this point I'd like to remind everyone that this discussion, i.e. the one about whether you're expected to hover to see tooltips/cursors is a parallel discussion about software in general, and is not about NodeBB's particular resize thing.
