When I moved here I had to pay like a $25 fee for an inspection specifically for out-of-state vehicles trying to register in-state, at an office run by the county sheriff. I handed the guy a check and he handed me the slip I needed for the DMV. At no point did he actually inspect my vehicle.
In Maryland, you only need an inspection when buying a used car. I went to one place, paid $50 for an inspection. He gave me a list of $500 of repairs I would need to pass. I went to another place. He gave me a completely different $500 list of repairs I would need to pass.

I've heard two other variations that people pulled:
Walked around the front (not the back) and popped the hood on the way by. Cop witnessed the whole thing, did nothing but laugh.
Opened the back door, climbed in and slid across the back seat, opened the other back door, climbed out and walked on, leaving both back doors open. (Caution: probably gets you busted these days.)

Ah, make sense, then. A step ladder would definitely help, at least for some possible things one might be doing.

Clarification:
- If the head is below the withers, the horse is probably eating or drinking, or is interested in such, so will not move around much.
- If the head is level with the withers, the horse is calm and in the best position and state of mind to follow directions.
- If the head is raised above the withers, the horse is excited, scared, or nervous, and is potentially ready to bolt.
Note that these are the natural states; horses can be trained to hold their heads in any position. E.g. "dancing" horses like the Lipizzaners sometimes march with their heads held high or "bow" with their heads very low.

@bugmenot As one of those pedestrians, I've been honked at for crossing a crosswalk, while it was my turn to cross. It seemed like the pickup truck driver wasn't looking, then noticed that they could make a right turn on red, didn't look before accelerating, then honked at me in frustration when they had to brake.
That one was at least SLIGHTLY reasonable that the driver would make a mistake in the first place because I got to the crosswalk slightly late, although it was still fine for me to cross. I've had another occasion where I was waiting for the cross sign to turn, I get halfway across the street, and this clown starts making a LEFT TURN into me and only brakes once he's roughly a few feet from hitting me. Keep in mind that since I'm crossing, this dude should definitely not be making a left turn; the north-south lanes were free to go straight or take right turns, and nobody else was supposed to go. So this idiot honks at me and then a driver in an SUV who was trying to cross just slams the horn for a full 10 seconds at least as he barely passes by left-turn guy because his turn nearly caused them to crash into each other. As I make the crossing and start walking east down the sidewalk, one of the drivers waiting at the intersection rolls down his window and says, "We all know that guy was an idiot, don't worry!"
I'm glad I can't drive. It seems more dangerous, but it's easier to react to a bad driver on foot than it is in a vehicle, usually.

I was driving home from down town yesterday, when suddenly the exit dropped me in the leftmost lane, and I needed to be two to the right eventually. The guy to my right would not let me merge right to let him past, he had to get in front of me, no matter what, so I eventually had to slow down and make all the angry, left-lane people even angrier so he could get past.

It's usually across all 4 lanes of traffic too. And to make the exit, they drive thru the gore point.

My father did, all the time. And worse. When he died, part of what surprised everyone was that he wasn't behind the wheel when it happened.
Seriously, he was terrifying, almost Yukari-sensei level crazy. Most people wouldn't get in a car with him driving more than once. And that was before he lost vision in his left eye (he kept driving for four more years after that, too).

He only stopped driving a few months before he died, and then only because he totaled yet another car (he rode up onto the median and tore the oil pan clean off, smashed several other things, and ripped open the muffler) and couldn't afford another one even if his license hadn't gotten suspended that time (not that having a suspended license - or a stint in jail after getting caught - had ever stopped him before).
The worst part - the part that led to him being such a bad driver in the first place - was the fact that he thought he was a fucking genius behind the wheel, and would try to pull of stunts that would take Hollywood a month of planning and five wrecked stunt cars to get on film. That, and his habits of either driving with his knees, or of letting the car drift in whatever direction the alignment was off in before violently jerking it in the other direction. Sometimes doing the former follow by the latter, repeatedly.
