Eh. I had that thought briefly, but I think the simple answer here is incompetence and inability to read/communicate between different departments. The IT system really was down (mostly all customers were turned away when visiting the bank that day).
The US isn't involved in any way in my case, it's all inside the EU (also, my US-based colleagues managed to get accounts at the same bank, so...).

Ah. So just garden variety incompetence, not active malice. With banks its so often hard to tell the difference.

But the other options are worse, as far as I can determine. The next best one had to be bailed out ("capital injection" by the local government) not a long time ago and sell/close businesses in other countries -- not touching that.

@djls45 I was amused by the health claims on a bag of sugar. It's pure marketing BS. Like saying you have no fat in your salt. Or that your butter is gluten free. Or putting "cyanide free!" on junk food.

The Language Bar in my laptop with Windows 10 is completely FUBAR. I have two languages (Spanish and English) both with US International keyboard, which is the keyboard layout on my laptop. The language bar always shows the Spanish keyboard among the different available options, which is nowhere in the settings (I made sure to remove it), and will frequently change to Spanish keyboard by itself making programming a PITA. Also, sometimes choosing a language in the language bar doesn't work until I open the Settings app. Fuck the Windows 10 Language Bar.

It let me select lojban despite the fact that Windows does not have any lojban translations, keyboard layouts, text to speech voices, handwriting interpreters, or speech recognition software.

I'm getting a lot of that kind of message in the latest Windows 10 stable version. You can usually find the thing it claims no longer exists by navigating through menus.

I just ran thru the described path and got:
(this system only has one keyboard and language - maybe that makes a difference... my work machine has more than 1 lang for testing so I can't check that till Mon)

I'm on Windows 10 Pro 1803 build 17134.48, have two keyboards installed (EN-US and RUS), and can go through the flow without an issue.
I think there's something wrong with @Dreikin's machine.

Bingo. That was a fun journey.
Last night / This morning I went to put my computer to sleep before bed, but it kept waking up immediately or close to it. So I just closed everything and hit shutdown instead.
Come this morning I start it up, go to the folder I had been working in, and....its contents have disappeared. But I could still get to some of the contents through bookmarks to them. Cue the "oh shit!" moment. It wasn't stuff that was irreplaceable - I'd just have to redownload gigs of data - but it would be a pain in the ass to replace. Lacking better options, I eventually decided to just restart instead of shutdown/power on, knowing that Microsoft had made shutdown work in unexpected ways these days.
Except this time the drive itself disappeared. Computer Management told me it needed to be initialized with GPT or MBR. Ohhhhhhh fuck. What else did I have on there? Anything irreplaceable? Oh shit oh shit oh shit. But wait...maybe if I do a full proper power cycle? Restart it and then turn it off during the restart? Welp, nothing to lose by trying!
It worked. Drive is back, folder contents are visible, and now that little dialog pops up like it's supposed to. Whee.
I hope I didn't delete any "empty" folders that really had stuff in them during my cleaning these past few days.

Still sounds kinda scary. Make sure something isn't about to die on you.
I had a moment like that the only time I ever reinstalled my Gentoo system because I was changing from 32 to 64-bit. Back up everything, repartition, reinstall base system, restore—I/O error, backup fuct. I had made half a dozen big tar archives and none of them was readable, or rather they would read up to a point and then error out, and that point was always different after a reboot. After an hour of wailing and gnashing of teeth and one more of learning some stoic acceptance of the inevitable I decided to stick the external drive into a desktop. It turned out the backup was fine but the FireWire controller had decided to kinda half-die at the very moment I did the reinstall.
