Actually no, and the video thumbnail actually shows it quite well. That rod that's hanging out is a tensioning rod, which should be inside the concrete... that cylinder on the end of it is the anchor (well, partly also I think there's a hydraulic tensioner attached); it's not supposed to move, but the recoil as the rod snapped in the middle and slammed back against the ends was strong enough to break the anchor out of the concrete and leave the rod dangling in midair like that. So clearly, that rod did snap.
He also notes that the initial plans show a different position of supports during the move than they actually used:
Note the support beam on both sides, and the position of the transporters directly underneath (or as near as possible) the end struts of the truss. In the actual move, the position of the transporters was radically different (and they omitted the support beams, although it is not easily seen from this angle):
The plan was to adjust the tensioning rods prior to the move, to adjust for the different support positions, and then re-adjust them for its final resting position, supported on the two ends.
His theory is that the way they supported the bridge during the move overstressed it, to the point where one or more tensioning rods began to fail -- basically, they were stretched beyond their elastic capacity. When the tension was released, the rods did not return to their original tension, because they had already began to fail. The construction firm then realized that they were "loose" and began tightening the rods, but what they did not realize was that they were unable to achieve the proper tension because the rod had already been permanently weakened, and as they pulled on the rod, it simply stretched, up to the point of its sudden and catastrophic failure. This resulted in the failure of the strut of the truss which that rod was tensioning, which in turn resulted in the failure of the whole structure at that point, which can be seen perfectly in this dashcam footage:
One interesting thing that I've also noticed now, that wasn't evident from the angled concept shots I'd seen previously, was that the finished bridge was actually not going to be symmetrical:

edit: another interesting thing that was pointed out at eng-tips.com was that the "suspension cables" were actually just 16" steel pipe, and did not carry significant load. So as it turns out, it was designed as a truss (a series of load-bearing triangles, alternating between point up and point down) and should have been safe to simply set up that span without them. However, concrete is a really shitty material to build a truss out of.
another edit: on that same thread, it's also been pointed out that the strut member which had the broken pretensioning rod was not supposed to have any pretensioning in the final product, but was pretensioned temporarily to support it during transportation. Once placed on the final supports, that member would be under compression, and the pretensioning would be removed. That casts doubt in my mind as to why the bridge failed at that point, as it was apparently designed to be self-supporting without that rod... however one theory floated there is that the member had two pretensioning rods, they were tightening them (for some reason), and one snapped, resulting in the member deforming and failing because the one remaining pretensioning rod was off-center, causing the strut to be unbalanced.

@anotherusername Jaywalking is weird. Most people who do it seem to walk really slowly, which seems like an odd combination: it doesn't even get them anywhere any sooner. The interesting effect, however, is the one it causes for drivers.
In this area, there are one-way streets everywhere. You can left-turn onto one-way streets even on a red light, if its safe, but if someone sees you standing on a corner clearly not jaywalking, they're too afraid you'll step in front of them, and instead make everyone behind them have to wait when their light turns green and you walk with the signal. It really bugs me.

And fiddling with the tensioners without making sure there is no traffic beneath the structure is a huge ass no-no. If they properly would have stopped traffic while doing the work, it would just have been the poor sap on top of the bridge fiddling with the tensioner that would have been hurt, not people in cars being flattened.
Then it'd just been another "Oh, a thing under construction broke..." and not a major news item.
