Yes, but digital signatures are used for things like AppLocker and host-based firewalls. For example, my firewall allows the Slack app outbound access to the Internet on port 443. I think it's a legitimate complaint that you can fundamentally change the behavior of an application without the signature being invalidated (these configuration files should be an embedded resource).

A quick search turns up a number of about 63,000 searches per second on Google worldwide. Even assuming everything was cached client side already: my request header on FF has 391 bytes, Google's "not modified" response has 188. 63,000*(391+188) ~ 402 MB. That's savings for not trying to load the 100% cached search page, per second.
