Sure. And if you're writing in Turkish, you should use Turkish grammar. But in English, there's no dotted capital I.
Also, the context of the sentence is the person's careless handwriting. If a Turkish person dots their lowercase I's inconsistently, they'll probably also be inconsistent with dotting the capital I's that need dotting.

Sure, but with different start and end tags. For some reason I get it wrong much more easily when they're the same—probably because it's also noisy; Markdown looks more readable even though it uses the same tag.
