Mainly because universities have been the backbone for fundamental research since the beginning, and were initially granted more freedom than the rest of the society as most rulers did recognize value in having some smart people that were, in private, allowed to criticise them.

Airport security have their senses of humour removed when they clock on and don't get them back until after the shift.

As @Arantor said, I don't think anyone ever found any proof they had a sense of humor in the first place. If they had, they wouldn't be able to take the security theater seriously.

I think TSA's sense of humor was removed after customer complaints. Officials trying to be funny gets scary fast.
There's a story I remember of a border agent checking a guy's passport and going "This isn't you! ...You've lost weight!". This was after 9/11 so the traveler had Gitmo flash before his eyes hearing the first half.

No one said anything about competence being involved as a hiring characteristic for the TSA, merely the sense of humour bypass. Any competence is accidental.

There are sometimes tests at major airports. And testers could smuggle dangerous items beyond sloppy security...

"Works for government" is, in my experience, in significant tension with "is selected for competence." If not outright opposition.
