Technically speaking, yes, depending on they project type and if someone with admin privileges came before and adequately prepared the environment.
This usually doesn't happen though.

For about a month or so, I only work on bugfixing/enhancing websites using local IISExpress. Very inconvenient because I have no access to diagnostic toolsets (those programs can run as non-admin, but need admin right to run the installer) but it's pretty workable.
EDIT: Forgotten to mention that I finally have the English language pack for VS2015 installed. Hooray!

@TimeBandit I have no admin rights and nobody with admin rights can access the computer without travelling right across the country. Not that I'd be able to get any software onto the computer even if I had admin rights since it's unable to access the internet (I have a separate computer for that); the person who comes to install things for us has to bring it all on a memory stick.
Control panel and most settings are locked down as well, including accessibility stuff like being able to swap the mouse buttons. That's what bugs me the most, I think. Dextronormative scum.
(That's for working on the existing system. Most of the time now I'm working on the system that's hopefully going to replace it and I have a shiny new computer for that and an administrator password for it.)

@Magus I had that same issue with my computer case's power indicator. To fix it I sandwiched together a couple-mm thick square of tape coloured with sharpie, and that took the intensity down from light-my-entire-apartment-with-the-brightness-of-a-nuclear-blast to a more manageable still-pretty-fucking-bright.

For those better at math than me (which is everyone), if you have x^(y*z) and you know x and z, you can compute x^y by taking the z'th root, right? You just obviously can't feasibly compute y; that'd be a discrete logarithm.

If you've got xyรz and also know x and z, you better believe you can get y out of it too. You'd usually solve it by taking the log rather than trying to fuss around with
log(M) = log(xyรz) = log(x) ร y ร z ย โด ย y = log(M) รท log(x) รท z
and you've only got one unknown in that. The thing about the discrete logarithm stuff is that it's all in a modulo-prime space that is a group and you actually send less information about than you're really claiming; only one party has enough to solve the equation you're fretting over. The math is pretty difficult for anyone who didn't do number theory () at college level, but actually does work.
