I think it's probably something that can be turned off.
Off is it's default state:

This allows for 2 use cases quite flexibly.
Allow end users to share information with staff right in the stream
Allow staff to discuss stuff with other staff right in the streamPresuming users are allowed to create them, do 'end users' see their own whispers? Do they see replies to their own whispers?
Having enabled it however, I can't see any other UI for it - either to (dis)allow per category, or how to actually instigate one (presumably because per-category default is off, and I can't find where to turn it on.)

I thought the whole point was for users to talk to staff. But then I found that post I linked above, "No, whispers is amoderator-only feature." But it's not clear if only moderators can write them or can see them (vs admins?). Another sterling bit of communication from fail.d.

Discourse is an issue tracker. It is nice to be able to handle confidential/internal information, such as which component is affected, internal reproduction URLs, etc, such that they cannot be viewed by the customer but are still in-context to anyone internal viewing the issue.
