I've even seen PHP's creator Rasmus Lerdorf post about making "no-framework" PHP framework.
Filed under: Because it totally doesn't count if the framework was in a different language like JavaScript, right?

I was really, really bad at writing parsers. I still am really bad at writing parsers.
We have things like protected properties. We have abstract methods. We have all this stuff that your computer science teacher told you you should be using. I don't care about this crap at all.
I'm not a real programmer. I throw together things until it works then I move on. The real programmers will say "Yeah it works but you're leaking memory everywhere. Perhaps we should fix that." I’ll just restart Apache every 10 requests.

That article and some others actually getting so much attention actually improved PHP a lot. PHP 5.6 (6) and 5.7 (7) are pretty good.
Also PHP runs on the CLR now.

Peach pie is actually a nice project but it's far from production-ready, yet. There's an interview with the guys on .NET Rocks podcast, it's a nice one. ;)

That is how I found out about it. It is one of those podcasts I listen to at work that my co-worker complains about.
When I was listening to the interview on .NET rocks the devs said "we don't program PHP" which set off alarms bells in my head.
