According to my father, who was at school with someone who did exactly that, it can indeed be done and the smell/damage was epic.

According to the Oklaloosa County Sheriff's Office, Mobley had previously fled deputies in Holt back on Jan. 3 by diving into a swamp along the Yellow River, after he was confronted about a $40,000 stolen boat.
The sheriff's office says Mobley was on the boat when deputies arrived, where he then dove off of it to avoid going to jail.
Investigators say Mobley had used heavy machinery, cutting a hole in a metal building, to steal the vessel from a business off Highway 4 in Baker back in January.
During Friday's chase, deputies were able to successfully tase Mobley while he attempted to make his getaway on the lawnmower.

@Luhmann You might be thinking of this game, in which case there was still a Mario Kart game released a year or two before it on the SNES:
Loved it as a kid, although the PC I played it on back then would have a rather low frame rate, making the game somewhat unpredictable.

@JBert it's available on Steam - I've just realised I already have it as part of the 3D Realms anthology.
Remember it as a kid though long before I discovered Mario Kart.
