I know you're not looking for a real answer but the word "indie" as a shorthand for "independent" predates video games by about 50 years (e.g. indie films, indie rock).

No, it's because there hasn't been a game about American open wheel racing in 20 years.
Coincidentally, discontinuation of NASCAR series was about the same time when indie games boom started.
Open wheel racing means a racing in a formula-style vehicle, such as an IndyCar or F1 vehicle. Racing in a touring car, NASCAR-style stock car, or LeMans Prototype isn't "Open wheel" because the cars have fenders.
