Mostly because it's sufficiently standard and easier to process "30 stone" for us Brits than it is to process "400 pounds" given that virtually nothing over a stone or so's weight is discussed in pounds generally...

As someone from the other side of the pond, I think that's about the only thing I've heard it used for, and I would have no issue (other than laughing at silly Brit units) to that. It's just saying that US police said they're looking for a person whose weight is given in stones that I object to. I wouldn't even object if they said "[US] police are looking for...." My only objection is that they wrote the story in a way that seems to claim that the US police used stones to describe the woman, which they didn't. If you start your story saying "Police say ...," then write what the police say and add the unit conversion as a parenthetical, not vice versa.

When it is used for a person's weight, my perception is that it is usually used in a derogatory sense (even in the United Kingdom).
For example, it appears to be rare for anyone to discuss a woman who weights nine to eleven stone (126 to 154 pounds) a fairly typical weight for a woman. Instead, it seems mostly reserved for emphasis of excessive weight by the higher even numbers like 20 stone or 30 stone, based on the modern uses I've seen.
Maybe we could get an opinion on daily use by someone who lives in the UK?
