Our license plates are (usually) 1-3 letters identifying the county your car is registered in, 1-2 letters + 1-4 numbers of your choosing.

In the US, each state has its own plate, and unless you ask for a custom one, you typically get the next one from the pile at the DMV worker's desk (or mailed to you, etc., etc) but each state has it's own numbering. Typically it's 5, 6, or 7 digits, and usually you'll get a pattern like three letters then three numbers, assigned roughly sequentially.

Well, if lots of terrorists wouldn't dedicate their actions by shouting that repeatedly right before doing whatever they're doing, it probably wouldn't have gotten that connotation. You can blame the media, or you can blame terrorists.
