I think I'd call that a "tacticool chihuahua" rather than a "weaponized" chihuahua for that very reason.

I thought a meow indicated that the feline was agitated or excited, and a purr, that it was calm and pleased, so I wonder what kind of emotion would cause both at the same time.

Cats actually purr for a variety of reasons, including when they're distressed as well as when happy. The theory is that they associate purring with comfort, because mother cats purr to comfort their kittens, so they purr both when they are comfortable, and when they feel in need of comfort. But to be honest I don't think we understand it fully - at least not last time I read about it.
That said, that cat doesn't look at all distressed - and I wouldn't say it was purring. I mean, it's not a domestic cat and caracals may not vocalise in all the same ways for all the same reasons, but if it reminds me of any noise I'm familiar with from a domestic cat it's "trilling" - a friendly greeting that some (but not all) cats will make to humans and sometimes to other cats.

I've had cats do that. There is something different about it but it does remind me of that.

@Zecc Yesterday I got a youtube commercial for a 4K TV. I've rarely seen that many compression artifacts in a youtube ad.

Psittacosaurus (and incidental Homo.)
These are actually ceratopsians - the huge, quadrupedal, frilled, horned dinosaurs like the famous Triceratops and Styracosaurus, but these are early, basal, little ones.
