Since 95 and 98 weren't based on DOS, I don't know why you'd think ME is.

Wait... is that a different version of Windows to what I remember using since 'pre-emptive' is certainly not how I remember Windows 3 (or even, really, Win9x) handling multi-tasking.
The "OS" (meaning the kernel that handled the VMs) was pre-emptive, applications within the Windows "virtual machine" of the OS were cooperatively-multitasked.

So fake pre-emptive multitasking, that isn't a fat lot better than co-op in plenty of cases... that sounds like I remember it.
As a long-time user of Mac Classic, co-operative multitasking was perfectly fine.
The problem in Windows wasn't co-operative multitasking, but shitty application developers.

Co-op multitasking is fine if you have decent app devs, of course... but Windows has never had a glut of truly great app devs.
And of course... the Amiga never did any of this stuff before Windows did or anything... (yes, the token Amiga fanboy)

Well read the Raymond Chen article. Windows 95 and 95 and possibly ME use DOS as a bootloader. After Windows is booted, if the user has no hardware that requires DOS drivers, DOS is completely unloaded.
Windows 95 computers frequently required keeping DOS around for CD drivers, but by 98 those were almost all gone and 99% of the computers were not running DOS 99% of the time.
What it comes down to is, does the above description count as "based on?" I'd say no.
A brand new Chrysler Hemi uses an electric motor as a starter. Does that mean the Hemi is "based on" the electric motor? No, they couldn't be more different.

Sometimes, though, I wonder if Mac Classic's tendency to completely crash utterly 100% if an application even slightly did something wrong led to better software-- if only through eating their own dogfood.
In an environment where you can just "Force Close" and start working again without losing any time or having to reboot, I wonder if maybe developers got a little complacent about quality.

In an environment where you can just "Force Close" and start working again without losing any time or having to reboot, I wonder if maybe developers got a little complacent about quality.
But as a user, it's a hell of a lot better experience to only lose one thing you're working on than all of them. Let the computer serve the user before the developer.

Just install Launchy.
Press Alt+ Spacebar , type part of the name of the application you want to lanch, hit Return and tadaa!
Unfortunately ⚑+Space is already mapped by Windows, but I find this the next best keycombo.Very responsive, plugins available to do all kinds of crazy shit (calculator, start a saved PuTTY session, ...).
Disclaimer: I've only used Launchy on Windows versions up to 7. No idea if it plays nice with the Metro/desktop multiple personality disorder of Windows 8+

No, Cinnamon is a DE:
Developed for Linux Mint (and continues to be so), but AFAIK there are Debian, Ubuntu, Fedora and Arch repos at the very least (for Debian-based you should be able to just add Mint repos though).
