I think most container haulers have as much as 18 speed only has 4 normal gear positions (the left most is reverse and low) and if you want to switch higher than 4th gear, you need to flip the "range selector" and "splitter" on the stick.

As mentioned, revenue. The state is currently projecting a $68B deficit (on a budget of $225B) so they need some scratch.

From the article, it's a private company doing it, not the state. But the company first verifies the data with the state to make sure it's legit.

I just refueled so it resets to zero, and I was idling so that the windshield would not be iced.
Much of my fuel economy at the moment is spent getting up to temperature. I can't wait until the weather is back to 115F again...

Also, I need it only like 8 days out of the year (this year being exceptional). Someone should do a cost-benefit analysis on this but I think it's worth the extra few dollars spent per year chilling.

Depends on the car and how much lead you have in your right foot. I had one that would hit those numbers when I drove it sideways on gravel roads.
I also hit those numbers on my crotch rocket going Stockholm - Helsingborg once. Though, that was at the depth of night so the highway was empty, and I did the trip in a rather short time. So much so that my friend down in Helsingborg wondered how the hell I got there so fast.
