Ones that, depending on available space and general street layout, are on pavement or road?From what I've seen in London the streets are too narrow for them. Motorists or pedestrians would have to go to accommodate them. Derby oddly enough has quite a lot of them.
Ireland suffers the same problem as London but new developments usually have them. They're easy to spot with the broken glass sparkling in the light.

The driver has (at least) a completely 100% flat tire. Possibly the wheel itself is only loosely bolted on itself, also, because it seems turned farther than it should be.

Left turn on red is illegal here, with a few signposted exceptions, so I haven't had to deal with this. Your explanation seems feasible but it'd be hard to decide without seeing the layout of the intersection in more detail. In general, riding against the curb encourages people to drive too close, but if there's a dedicated cycle lane that's not usually a problem.

That looks like a busted tie-rod end to me. The front wheels aren't pointed in the same direction. The driver has no control over that wheel and therefore little control over the steering at all (INB4: That's not because of the mechanical failure). Looks like they're at the tail end of a hit-and-run offence where they attempt to hide the evidence.

I spoke with my manager about being allowed some leeway under the dress code and was told this was not possible, despite the other person being allowed to do it.
Oh, and apparently, the other worker was allowed to wear any shoes she wanted to wear, because they don't make leather shoes for people who have a prosthetic leg. TIL.
The petition was a stupid move, though.

The answer for both is either yes or no, they are not mutually exclusive.
INB4: They are both, in their own way, life giving substances: and as such a violation, or not, of "a" principle to waste / abuse them.
Edit: Bonus points for noticing the logic error: I.e. The strict answer should be No and Yes, respectively or Yes and No.
