Or a chemistry lab. You can't really tell without looking around, but the fume cupboard is suspicious and points to being mostly chemistry. (The labs I know are full of large instruments like advanced mass spectrometers and sample handling robots, but they aren't typical.)

Legal requirement? Could be.
Without the converter, gas flow in the exhaust system is different (less resistance). Engine might work not properly.
Also: software may not be able to cope with that.

The pressure drop from the tailpipe does prevent modern engines functioning. They need some of that back-pressure. I'm not sure what exactly they need it for. But have you noticed how many cars have "dual exhaust" with one of the pipes suspiciously squeaky clean, even though it seems to go all the way to the converter (such that stopping it up certainly didn't save any money)?

Back pressure isn't necessary to run a modern engine, but it's one of the things that help with the evacuation of the cylinders after combustion. That's also the reason for link pipes on headers and other tricks used by manufacturers. You want the right amount of back pressure though, too much is bad for the engine and enough will prevent it from running altogether.
