It was originally intended as a crossword clue rather than a dictionary entry, thus the all-caps. The clue would have read "SIMPSONS WOULD-BE BARTENDER (8,3)" and the hope was that people would drive themselves batty trying to shoehorn "MOE SZYSLAK" into it despite the wrong letter count.
I'm now trying to remember if I ever posted my proposed entry into the Oxbridge English Dictionary for "I'm Sorry, I Haven't A Clue":
