What kind of gates? There are NAND, NOR, XOR, inverters, transmission gates, latches, flip-flops. Strictly speaking, all you really need are NAND or NOR; you can build everything else out of them, but you save a lot of area and power, and gain a lot of speed by preassembling more complex gates. You could make anything out of 2-input NAND gates, but nobody does that because it'd be big (expensive), slow, and power hungry.
