My understanding is it's for abuse. In one case, a US company had a Japanese parent company, who instituted an attendance point system. See here if you're not familiar with the concept (or just the term).
Anyway, some asshole figured out if he was going to be late to work, and he asked for one hour's worth of FMLA, because he "had a headache" or something, they couldn't give him a point, and then a bunch of people started doing it.
The company had the last laugh--in the recession, they downsized drastically, laying off the majority of the hourly workers. As soon as their business picked up, they hired most of the people back, but the people who abused PTO were on the top of the "do not rehire" list.

Status: wasted like 3 hours trying to get our front-end app to talk to the back-end API when it's hosted on localhost.
3 fucking hours of NPM, grunt, json-proxy and all kinds of other broken shit, none of which fucking works.
3 fucking hours getting this shit working when it was working perfectly fine a month and a half ago.
I hate our front-end devs, and I hate the shitty open source broken shit they've decided to use.
All I need is to run the fucking auth login page, once I have a cookie from there I can do all the rest in Fiddler.

Apparently I'm the first person in the history of the company to request a 1/4 day off.
Not allowed at my company. PTO can only be taken in 4 hour increments.
Of course, as a salaried employee, once I clock in, I get paid for the day. So I can only take PTO in 8 hour increments.

Perhaps. But accounting-wise, those half-days matter. For example, you've got a doctor's appointment? Schedule it first thing in the AM, take a half-day. By doing taht instead of a full day, you can do it again, especially if your doctor's like mine, and wants you to come in a week before your appointment for bloodwork, so she can review it before your real appointment.

The factory in which my father worked had this. It makes time "sort of" decimal. Let's say you leave at 12 minutes past four, then you can clock in 8.2 hours.

I am salaried, but for contracting reasons (as well as internal accounting) we have to track hours; like that, we are required to report in 1/10th hr increments. Software time trackers means that one often might get even more precision, e.g. log 8.17 hours or something like that.(What this means is that minor fluctuations lead to things like taking, say, 8.54 hours of vacation in a month if you took a day off and the random fluctuations meant you were 0.54 hrs short, because we do have to hit 8hrs/day over a month.)

I remember when the point of Lego was to build whatever you could imagine, however you wanted to imagine it. If you wanted to build a specific model that someone else designed you got Airfix.
