I used to work at a company where our safety officer used to work in the petroleum industry. When they have issues inside of a petrol storage tank, they put a diver in a special dry suit made to withstand submersion in petroleum products and he goes in to the tank and welds while the tank is full to the brim. It sounds absolutely ludicrous, but it is the safest way to do it as if they drain the tank they would basically never be able to get rid of the fumes. It is safer to weld a tank while it is full of gasoline than to not.
Yep. You have to have your fuel in the gas phase in order to get combustion going -- in the case of solid fuels, these gases come from partial decomposition of the fuel when it is heated by/reacts with the ignition source.

Arc welding of one sort or another, I assume. Oxyacetylene (besides being used mostly for cutting) welding could be problematic if the mixture is too lean.

Actually, oxyfuel works just fine submerged provided you have enough pressure at the torch to keep the flame going...

Submerged, yes, but I suspect that you might have a bit of a problem if it's submerged in a flammable liquid and the mixture has excess oxygen. I would assume that any welder qualified to work under those conditions would be extremely careful not to allow that to occur, but MIG doesn't even have that possibility, and has mostly replaced oxyfuel for general welding, anyway.

Evil Idea: why not make wild and arbitrary changes to your software's CSS and then leave them lying around downstream for your customers to pick up at random intervals whenever they next update? Fixed your email? Hah, circular avatars! Fuck you, downstream!

Write your project using a hodge-podge mix of hipster languages-du-jour and frameworks-du-jour so that nobody else can even understand your code, much less contribute to it. Problem solved. For some definition of "solved."
