Status: I may have just solved a performance problem with my computer; it's to soon to be sure, but I'm cautiously optimistic.
I posted somewhere (I thought it was here, but I can't find it) a screenshot of Task Manager showing very high, very spiky (alternating between >=98% and ~20% on every sample) CPU usage on all cores. Task Manager also claimed it was explorer.exe that was using all the CPU.
is (was?) Windows doing with that much CPU while I'm doing nothing but staring at the screen? Even just scrolling a window (even without Discourse streaming new posts due to scrolling — could be scrolling some other window) was unresponsive.
The only thing I could think of that Windows would be doing in the background that might eat that much CPU is the search indexer. I finally looked at what it's configured to do. It's not doing something stupid like indexing a frequently-changing temp, directory, at least. I excluded a bunch of stuff I'll never search and don't need indexed, but the only thing I saw that looked like it could be an issue is that it was indexing my Dropbox folder. I excluded that; we'll see if that solves the problem.

Use Process Explorer and find out! Lovely tool.
Yeah, I've used that on other machines; I don't remember whether I ever installed it on this one. Someday it will annoy me enough to make the effort.

I'm guessing you have a crap shell extension installed, which you can probably identify with Process Explorer. Or there's a crap file on your desktop that is throwing explorer for a loop (pun intended).

That was my first thought, and if it were Chrome using the CPU I'd be fully prepared to believe it. However, it's not Chrome; it's Windows Explorer.

I'm not sure how suitable it is for composting. It is shit, but it's full of pretty toxic stuff that may not be broken down by ... oh, compositing ... never mind.
