A reward would be something new and extra. That's not what "liking" gets you.
That is exactly what fully participating in this community gets you. Moreover, the criteria for being considered a full participant are clearly defined1 and well known to all involved, and easily achievable2 by anyone who cares to try.
Instead, you lose access to things you already had. That's a punishment, in my book. And I don't know why folks think that's ok.
If for whatever reason you no longer meet the criteria for the reward, then you no longer receive the reward. I don't know why anyone thinks that's not ok. In the case of Discourse, there are some implementation details that are arguably not ok, like losing access to conversations that you started, or rescinding the reward without notice. However, flawed implementation does not mean the principle is bad.1Some of the criteria are based on recent forum activity, and the required level of user participation changes as the forum activity fluctuates. A few participants, such as @Arantor, have been adversely affected by these changes, but these criteria are not relevant to the discussion of @blakeyrat's issue; his participation easily exceeds these criteria.
2Currently. As the forum grows, so will the time commitment required to meet the minimum number of posts and topics to read. At some point it may become necessary to adjust the required participation levels.

He did not "lose" access. He took an active decision to drop the access.
He lost access due to a rule change. He took and active decision to not regain the access.
This has possibly been pointed out already; there a bit over 50 posts I haven't read yet, but I'll post it anyway.

Who is the "game master"? Why does he/she/it exist? Why are they more important? Why are the actual users of a simple discussion forum subject to the whims of some shadowy "master"? Why is their word law?
The ( toaster; I'll write as many individual replies as I choose) forum owner/admins/mods are legitimate "game masters" to varying degrees. Are you saying the forum owner's word shouldn't be law on his own forum? (Granted, it shouldn't be arbitrary or capricious, and should be applied fairly.)
The software's author(s) also has a certain degree of "game master" role, as he/they decide what features the software will or will not support. Arguably, discodevs have too large a role, as some features that reasonably should be configurable by the forum owner and/or admins are hard-coded according to the discodevs' whim (like Belgium toasters).

One wonders why a 10-month suspension was given to a user whose profile says he was last seen in August, the day after he joined. ISTM that it's highly unlikely he'll return after his suspension expires; just drop the a-hole.

Nothing changed in my behavior between when I was "ok" for TL3 and when I was not.
If nothing in Enron's behavior changed after SOX was passed, would it still be ok? (Not that your behavior is in any way comparable to Enron's, but the rules were changed by another party in both cases. In one case, behavior that was previously legal is now penalized (literally); in the other, behavior that was previously rewarded now receives no reward.)

According to some studies, traffic safety is best served by making the limit the near the average actual speed of traffic, so in theory the answer to your question should be yes. However, there is a disincentive to doing this, as it also minimizes revenue from traffic fines.

Because apparently some people don't get the concept, I'll now explicitly post my approval of the above post. It made me chuckle for a few seconds but I'll have probably forgot about it in a few minutes. Don't worry though because these few seconds are part of why I'll load a new topic after I finished reading this.
Personally, I enjoyed reading this expression of approval and the sentiment it conveyed. I wonder if we could agree on some kind of notational shorthand for the endorsement of the posts of others...

Probably because x ~= no decision ~= block this time but ask again. If you click block, it should stay blocked.

Is this new behavior? I don't recall seeing it before:
Discourse is not keeping Latest sorted (never has, without a refresh — either explicit by the user, or some obscure internal decision that it needs (or doesn't) to fetch fresh data when the user navigates back to it), but is updating the Discotimestamp column. I don't think it's done that in the past.
