It’s much like when I took a plane to the USA in the 1990s: everybody who didn’t have an American passport had to fill out a form that had a number of questions (seven, I think), all of which were variations on “Are you planning on breaking the law during your visit to the USA?” Oh, and it helpfully included a line to explain that answering “yes” to any of the questions could be reason for not admitting you to the country.

Same here. Breaking the law alone may or may not be enough to deny future admissions. Breaking the law despite a signed statement that you won't do it, in addition to violating the criminal law also violates the immigration laws, which makes deporting and banning future entries much easier. Bureaucracy for the sake of bureaucracy, but it works.

Guns are, at the very least, usually sold by a person you have at least some vague idea of the identity of.
Ransomware is something you get from a group of people who are extremely unlikely to live in Maryland.

Nothing new. There are hundreds of existing state and federal laws written by a technophobic congress over the last 30+ years that are similarly misguided, poorly worded, and missing the mark terribly.

But still, I don't think these alleged war criminals would actually admit to being war criminals. I see that the "are you planning to break the law" question would have the effect of making deporting easier when they catch them doing so, as "you lied on the form" is then easily proven. But for these it requires proving that they are in fact war criminals. I don't see where the bureaucratic trick of lying on the form is helping in that case.
After all, the guy got kicked out of UBER, not the US.

Isn't the idea of that that it's easier to deport someone for lying on their form than for actually doing or planning a lot of these things? It's not like they actually expect people to say yes
