I think you have this backwards. Blue is high energy; red is low. It's no great feat to convert high-energy light to low energy. That's how fluorescent tubes have worked for decades, and more recently how white LEDs work; phosphors absorb high-energy UV/violet/blue light and re-emit it as lower-energy green/yellow/orange/red light.
Going the other way is tricky.

articleonline abstract mentions "upconvert 488–640 nm photons to 425 nm violet light". 488 nm is cyan (kinda medium-energy, as far as visible light goes); 640 nm is red (low-energy). 425 nm is, as it says, is violet (400 is where UV starts), so almost as high-energy as light can be and still be visible. Presumably they absorb multiple photons of the low-energy light to raise the energy state high enough to emit a photon of high-energy light.

And to be fair I think he's right. Paintings are for money laundering but this art is already gone. It's just theft but with more steps, and the whole thing is labeled "don't buy this it's a scam" and people bought it anyway.
I feel bad for him in a way. He was hoping to reveal "haha it is you who is the ART! SUCKER!" and then get wailing and gnashing of teeth but instead all he got is "oh yes very good art good job have some more money, aren't you precious"
