That's backwards: whoever is doing policing and military is the government pretty much by definition, as they have the power to enforce their rules if they choose to exercise it. In a dictatorship, that's how it works pretty much directly. More advanced government types use other approaches (especially a system of defined laws and courts) as well, but the power to coerce remains key.
Most (if not all) dictatorships combine the police and military, forming what basically amounts to a personal protection force for the dictator against any threat to his power, whether foreign or domestic. Usually with the result that there's little to no benefit to being a citizen over being a foreigner.
Other types of government (I disagree that they are necessarily "more advanced") tend to separate the police from the military, with different kinds of restrictions on what each one can do. That results in a better definition of the benefits of citizenship and allows better handling of law enforcement and prosecution.

This "Minimalist Government Only" stuff gets old pretty fast.
There are plenty of examples out there, by the way, which leave pretty much all your arguments on why education should be privatized in the dust. Plus, your Betsy DeVos is kind of a prime example why you do NOT want privatization. That's as much as I'll say on this, don't bother replying.
