As for people changing it later: I don't see why it can't be done, though another solution would have been to leave it out completely from the birth certificate. It doesn't list how tall you were, your weight or the density of your hair (if any). Why should anyone requesting a birth certificate care about your sex at birth? That's in the past.
What people want to see I guess is when, where and maybe who your parents are.
