I've read a pretty good story about a guy who genetically engineered two types of dragons: one, a reptilian type (when he was young and foolish) that basically were never under control and turned out to be a Really Bad IdeaTM because they'd eat anything smaller than themselves (and they grew to be pretty large); and the other, a mammalian type (when he was older and wiser) intended to hunt the reptilian ones, but which he couldn't release because he had lost all support and feared that it would fare no better than his previous project without something (like an advanced AI) that he could trust to directly control it.
Oh, wow! I'd only read Hansell's Dragon and Hansell's Hope, but apparently they've updated the site since then and posted more stories. I'll have to read them. :D

I don't know of any examples of dragons that program in any language, but is there any reason why they can't? Dragons in modern, technological settings are perfectly cromulent - I'm rather partial to a spot of Urban Fantasy, myself - and dragons with human-like intelligence are common. All that's required is a dragon with the manual dexterity to use a computer (or a computer that a dragon can use). That's not exactly unreasonable: I can think of plenty of examples of dragons that can take on human form, just for starters.

Many dragons associate with humans and humanoids, and it may be convenient to have a form that can easily fit into human spaces - the first example I thought of was The Dresden Files, where the first dragon we meet is wearing human form to attend a vampire's party.
Or maybe they just find the opposable thumbs useful?

And that just goes to show how awful the art is: it's actually a gold ring, and with it fitted, she can't breathe fire.
She later had the gold ring replaced by a black ring, which granted her fire-breathing ability.

No.
Well, none of them sparkle in sunlight. The Red Court vampires have human 'flesh masks' and many of them are sexy, until they rip off the mask and reveal their hideous bat-demon form. And that was most of the vampires at the party.
The Black Court vampires are not sexy, not at all. They're animate corpses ranging from fresh to mummified by way of putrid and stinking.
The White Court vampires are succubi and incubi, and look human (outside of a soulgaze), and they are sexy, exceedingly so, but they don't sparkle and they do eat people.

In the RIFTS RPG, dragons have the ability to shape shift. So they can turn into humans to interact and infiltrate.
Or, more fun-- dragons are "Mega-Damage Capacity" creatures-- effectively an order of magnitude stronger than regular creatures, so they can't even be damaged by "Standard Damage" items. Think about taking a baseball bat to a tank. No matter how many times you hit the tank, you ain't damaging it.
These dragons, because the shapeshift is just a magic-mumbo-jumbo thing-- retain all their physical capabilities, no matter the form. So the tiny, willowy looking human can still fly, breath fire, has the strength to rip apart steel doors-- and has their MDC.
So, the "why" is to fuck with humans. You turn into a weak looking guy, pick a fight with an asshole, and bait them into punching you in the face, full force-- except instead of a human face, it's like punching a concrete wall full force. They drop to the ground, screaming with a every bone in their hand and arm broken.
Because dragons are dicks.

We don't need to go with modern fantasy fiction for dragons transforming into humans; mythology, especially Chinese mythology, has plenty of them already.
However, it should be pointed out (as Carl Sagan did decades ago in the book The Dragons of Eden) that the English word 'dragon' is extremely overloaded, covering a lot of mythical creatures which barely resemble each other. And yes, it has been applied to Quetzalcoatl at times, even though that deity is nothing even remotely similar to, say, the dragon of St. George, or the various Chinese dragons (who were more a kind of spirit or deity than a physical being; the form they usually take is only one of many, and is meant to inspire awe and terror in mortals), other than it being somewhat reptilian.
