The address that was filed with the city was never updated. So the notices essentially vanished. It is the property owner's responsibility to make sure the contact info is correct. So it's entirely the HOA's fault. That said, I really think there should be some way to correct what is obviously a mistake in this case...

That's a vital distinction, because it was a gated, private community. If it was a public street, they wouldn't have been allowed to do this:
guard is stationed round the clock at the stone-gate entrance to the street to keep the curious away
They couldn't have prevented nosy public from traveling on the street had it been a public street (i.e. owned and maintained by the city).

And in the event of unpaid taxes, the authorities are (eventually) permitted to seize assets in order to cover the shortfall. At least, that's my understanding.

Yep...so imagine that a company has their building and a parking lot, and for some reason those are on two separate parcels of land. And they never pay taxes on the parking lot land. Eventually it's not going to be their parking lot any more.

On Friday, a couple in Durango, Colorado awakened to find a neighbor’s Subaru SUV in their yard, courtesy of a bear who broke into it, released the parking brake, and then defecated in it before fleeing.
Ron Cornelius and his wife found the SUV, but didn’t see the bear; they called 911 because they weren’t sure if people were in the SUV and were injured.
Cornelius quipped, “Usually, I don’t get up at 5 o’clock unless there is a bear driving a car down the street.”
Ha! Fuck 5am. I wouldn't even get up at that hour for a bear driving a car down my street.
According to local officials, two or three bears get stuck in cars each week.

Back in the day we used to leave all of our machinery unlocked. Most other companies locked all of their machinery up at night because they were afraid of people (mostly kids) getting in the cabs and doing something to the interiors. Our reasoning was that if we left the doors unlocked they would get in, goof off and leave. When we would lock the doors, the little shitheads would bust the windows out.
Not sure if that line of reasoning would work on bears or not.
