1d5 has equal probability of { 1, 2, 3, 4, 5 }. Adding one adds one to each of those cases.
It's different for reliable there, any roll of 9 or lower becomes 10, thus 10 has 55% probability with all higher amounts on the d20 having 5%.

Considering the math, with halfling luck you'd only get 1 from a d20 once in 400 rolls (and halfling luck doesn't apply to other die sizes). That's a pretty small chance, but it's still significant because that small chance would be a critical failure.

@error Agreed. But it's relevant to the math consideration: If the difference between single and unlimited reroll on a d20 is not signficant, that may be an argument to not model it.
I changed my mind on that halfway through the previous post because I remembered critical failures are a thing.
