The French one in the first tweet is real. I've never heard the one in the second tweet, but it seems to be a variation on a real (if not very common) slang phrase.

The Polish phrase is "it hangs down and waves in the wind". Another is "I have it up my ass", with a SFW variant "I have it somewhere". To disambiguate, the literal phrase "I have it somewhere" is said in Yoda speech.

The French one is correct ("je m'en bats les couilles"), though I'm not sure it's really "slap my balls on it." I struggle to find a more accurate translation, given how idiomatic the expression is (basically, we say it without really trying to figure out what it means). Maybe just "[I care so little that] I slap my balls."
No, it doesn't make sense either.
The second one sounds more like the kind of pseudo-literary variation that someone would invent to not say the first one while still saying the first one. But there are so many variations around that idea that it may be a common one in some places.
A former French President (Jacques Chirac) was allegedly fond of saying "it touches one [of my balls] without moving the other." Amusingly, the French Wiktionary page about that expression uses the expression from the tweet (I slap my balls) as part of the definition!
Slightly more polite (still rude, but a bit less), we use a lot the verb foutre which literally means "fuck" (or maybe even "ejaculate", originally). "I don't give a fuck about X" -> "je me fous de X" (or, when not specifying what X is, just "je m'en fous"). It's always used in the reflective form ("je me fous..."), which I guess should be translated as "I fuck myself about... ?"

I'd never heard of him (but I'm no football fan and he apparently only played for one year in a French team, though of course he played against French teams more often), but that sounds likely. I can't really imagine an excited football commenter screaming "and Fuck got the ball, Fuck is running with it, Fuck is... gooooooooooal!"
(foutre can be either the verb "to fuck", or a swear word for "semen", so substitute accordingly in the above if you prefer)
