Originally, you could tell Windows to not automatically download anything if you were on a metered connection. But then Microsoft caught on to the fact that lots of people (like me) were setting their connections as metered (even though they really weren't) so they could avoid automatic updates.
So Microsoft made a change (I seem to remember it being the Spring 2017 release) and certain updates which Microsoft designated as "important" would automatically download, even if you set your connection as metered and told Windows not to auto-download over a metered connection.
Although this setting exists:

I'm not 100% certain that setting it to "Off" completely stops ALL automatic downloads/updates.

@DCoder Another day, another wonderful Microsoft update that fucks up my keyboard layouts. I am so tired of this idiocy coming back over and over again in different forms…
(Bonus points for the "Add and input language" link in the sidebar, which opens a bing.com search for "add input language windows 10 site:microsoft.com". Because that's more reliable than actually linking to a specific page on their own site…)
