Here's a screenshot.
Notice how the bottom of the black name bubble slightly overlaps the vote buttons and the vote counter block? Here's a closeup with the overlap marked.
Now, if you hover the mouse cursor within the green part of that tiny overlap area, the bubble will flash on and off very rapidly.

I think the actual flashing rate might have to do with the network connection speed/response rate.

Funny story: One of my CS teachers was talking about handling processes in code. He wrote a short code example that demonstrated creating child processes from a parent, and he named the variable for the child process handle as
baby
. Then, after a bit more discussion of doing something with the process, he showed us that to close the child process, you have to "abort()
