Which would lead a person to believe that this was a concern of theirs. That they might possibly damage the camera with the shockwave.

Once upon a time we replaced the air conditioner condenser at our townhome. The old one was a teal green and had a wooden box painted tan to hide the coloring; the new one was tan that matched the house color.
The association yelled at us for a year or two to put a tan box on the new one. It was slightly slimmer and taller than the old one so the old box wouldn't fit, and we didn't see the need to hide something that already matched and was behind a bush so you could hardly see it from the walkway.
Eventually they relented and let us not put a tan cover on a tan air conditioner.

Apparently, in some states they're actually recognized by the state as local government authorities, with the regulatory powers associated with government authorities. Fortunately, I've never been involved with one, and the existence of one is pretty much an instant deal breaker for any place I might consider living in the future.

@dkf Yes, they are chartered by the state and have the same sort of (limited) governmental authority to impose regulations and levy fees and fines as other special agencies such as library districts, transit districts, and the like. Of course, they themselves are, in turn, regulated by the state. There are certain organizational and behavioral requirements they have to comply with. (But not all of them do, of course. There was one case, I think it was in FL, but I forget the details, in which an HOA had operated for decades, either without ever being properly chartered, or without complying with some renewal requirement, so without legitimate authority. I think some people were arrested in that case, although I may be conflating two or more stories.)

Basically, misappropriation of funds, I think. Collecting money they had no legal authority to collect and spending it on projects they had no authority to authorize. As for your other questions, I don't know. I already said I don't remember the details. I'm sure I heard the story from some youtuber reads Reddit videos, probably from r/NoHOA originally, but good luck finding it.

Ours wasn't too bad. They did a good job with repainting, roof replacements, and keeping up the shared areas. The annoying events are a lot easier to remember. :)

Hung out with my Hispanic neighbor tonight. He offered me a can of something "Is like beer, but has tequila in it".
Everyone thinks I'm a drinker but I don't think I can hold much of a candle to our neighbors from south of the border. He says that you can't buy this stuff here in the US and I have to wonder if the reason that is so has anything to do with why my lips are numb.

The neighbors on the driveway side of the new house are out of town. We've all exchanged numbers and I've met their son who is about my age and we have common interests. He usually drives a red Jeep Rubicon with the doors off.
Tonight I see the red Jeep pull in the drive next door and go inside. Since we've gotten along so well I decide to give him a bit of a hard time.
He comes back out and gets in the passenger seat. His 16 year old daughter is driving him. I assume she's working on getting her driver's license.
Shit. I just unintentionally called his teenage daughter "a sketchy looking guy".

I was chatting with a neighbor the other night and learned a lot about the previous owners of our house. He kept going on and on about how the previous owner would start projects and never finish them and how some things would stay broken for long periods of time, etc. As he is talking I am thinking about how some time ago I hit the post of our yard light and snapped it off at the surface of the ground. I cut a piece of pressure treated 4x4 and inserted it into the pole, splinting it back together temporarily and within a week I purchased a new pole to fix it. I kept procrastinating and procrastinating and finally got around to fixing it right before we moved.
So how long is "some time ago"?
About 12 years.
