When someone says that someone "doesn't know the first thing about X", it's generally hyperbole. Allow me to present a very literal example, though.
I have a bug report written by someone who apparently does not know the first thing about bug reproduction, because the first thing you need to know is "give the developer what he needs to reproduce it locally."
The repro case in this issue is a nice and detailed series of steps explaining exactly what I need to do to reproduce the bug... except that the first step involves logging on to the client's test site, which means that I would be reproducing the bug on the client's test site, which entirely defeats the purpose of having me reproduce the bug!
