It worries me that Governments think that this can actually be done - that they are so out of touch that they believe IP traffic will be stopped at national borders.
INB4: approximately 10 years ago I was out in mainland China on business. Yes, at that time Google was getting stick over their filtering of the web to local Users. But I found if I typed in www.google.co.uk or even www.google.com, I had no problems.

It can be. Easily. We do it at corporate boundaries all the time: it only requires "inside" versus "outside"--WAN versus web--to be directed via gateways and firewalls.
So far, no nation has had the nerve to do it full tilt, because IP is a primary channel for commerce. But it is unrealistic to think it can't happen.

The other options are worse. Also, certain institutions are required to keep some portion of their capital in certain low risk investments. So by law, they kind of have no choice.
It's my understanding that negative interest rates are supposed to encourage spending and discourage saving, because low or even zero interest borrowing aren't working to boost spending for whatever reason. Current conditions are weird.

Perhaps I am missing something about living inside of a deflationary economy? (This, BTW, is entirely possible due to raisins including no coffee yet and DST) Why wouldn't individuals just invest in economies elsewhere in the world that are not experiencing such deflation?

Individuals no doubt would, but the zerohedge article has comments pointing out there are institutions that are required or something to buy a certain amount of the kind of bonds that have this new NIR.

Cargo isn't thrown around. I always like watching the loading and unloading of freight from long-haul cargo bays when travelling; there's some really neat machinery for doing it quickly and efficiently with minimal jostling.
It's just passengers' bags that are used as impromptu frisbees…

I think that's a carry-over back to the days when customer baggage was the freeloading crap you had to handle because the customers bought a ticket. The attitude is annoying but not hard to understand.
Of course, that attitude should have changed, now that the customer pays a mint for the service...but meh...bad attitude still. I want a refund!

It seems reasonable that if you have 2 electrical fires so close together you inspect the cables, but you'd think they could provide a few days notice. Or inspect one line at a time. Do they even have the personnel to inspect their ENTIRE network in 24 hours?

I hadn't been following this very closely, because I ride the Metro maybe twice a year. But they have had a long history of maintenance issues and recently got a new guy in charge who was supposed to clean stuff up. A lot of the long term problems, as I understand it, are from the fact that DC, Maryland and Virginia share authority over budgets and what not.
I think this is partly this guy making a bit of a stand to get their attention to increase stuff like maintenance budgets.
