The German publishers tried that and they basically capitulated to Google. Then Google just outright pulled most of its services for Spanish publishers when they legally couldn't. My money is on the EU kowtowing to Facebook and Google here.

So far France and Germany aren't really convinced.
Also, while Google or Facebook might be slightly peeved, they've already got 99% of filtering in place (see YouTube's ContentID or Facebook's censoring squads). It's all the smaller players which will have to rush to keep up. It would thus be the big players with more risk management and clout which can accept random submissions, while smaller players might well install shitty filters in the style of Akismet or simply stop publishing user-posted stuff.

@dkf Apparently tomorrow May will discuss her new proposal to alter the current agreement in Brussels. I'm 50-50 whether she's going to beg for limitations on the backstop, or going to boldly announce she's limiting it. I don't see either approach getting a warm reception.
