Irrelevant. Any legal road user should stick to the right side. You can't be forced to go more right then that.
This has been proven often in the case of a car. When I swerve right past the right end of my lane or road I am responsible for all the consequences of that action even if it was to give way.
If I swerve right to avoid collision I can only revert the damages to the reason of my swerve but unless it really, really was the only option I'm toast.

It doesn't look like a one way street to me but a normal sized rural road. The way both sides of the embankment are destroyed shows that traffic often takes the shoulder. As a secondary I guess I would say that the local road is used as a shortcut making me question if anyone involved actually had a sensible reason being on that specific road.

That's one of the odd things ... is that truck doing on that road in the first place ... does it really have to be there? Then again ... Belgium has the urban organization of a 3th world country...

Most if not all countries will have the need for trucks to go out to rural areas, no there.

Are you getting my drift here? Amongst the two evil choices, which would have been preferable? I claim it would be for the biker to have gone around while the truck waited, whether that was off the concrete portion or not, or turn around and return to a wider portion of the road and wait for the truck.
What is your opinion on how this should be resolved? Because, as I read you, you claim that neither should be doing anything.

How many more times? No, they are literally using the same rules to claim the other one should move over a meter.
The laws just assumes road users aren't dickheads. But here two classic groups in Flemish traffic with a high dickhead count clash: speedpedelec (high speed electric bikes, up to 45km/h assisted) and truck drivers.

More seriously the cyclist either walks or rides the bike out of the way.
It's not just the cyclist vs the truck, it's the cyclist vs the truck and the cars behind the truck. He's outnumbered.

Ah, now I see what you did wrong.
To survive in a conflict-rich environment where there are multiple redundant governments and thus authorities (yes, plural), the average B*****n has evolved to be either as non-committal as possible or to stare the problem down until either it goes away of old age or until all parties agree that it's time for waffles.
I guess the biker was still in the "staring down" phase. The truck had little elsewhere to go anyway.
