@Gąska Oh, I have heard more than one such uninformed requirement from stories.
The best HR joke I've read though was when an interviewer supposedly asked "how many years of experience do you have with Ruby On Rails"... to the original author of RoR (which he likely also stated on his resume).
He replied "All of them".

Neither is anyone else, for that matter. The more I see the more I believe that the so-called "full stack developer" is every bit as mythical as the leprechaun, and chased after for the same reason: if you manage to catch one, you get a bunch of money.
It's really two very different skillsets. A backend developer is a programmer first and foremost, whereas a frontend developer is primarily a designer/aesthetician who knows enough code to get by. Unless you're building something extremely interaction-heavy like an in-browser game, the need for project-specific code on the frontend is minimal; the frontend developer's job is primarily to create a view for the data from the backend and make it look good.
The backend dev's job is a left-brain skill; the frontend dev's job is a right-brain skill. Finding someone who can do both and do them both well is exceptionally rare. "Full stack developers" almost without exception are good at one and suck at the other, so trying to hire them means you'll end up with a project that doesn't work well on one end or the other. Either that or that you'll end up with two "full-stack" developers with complementary skillsets working together on something... which is exactly what you would have had if you'd just hired a frontend dev and a backend dev in the first place, so you're not actually saving money afterall, now are you?
