status: idiots at Carestream were called because their CT machine mysteriously stopped working.
What was wrong? The control NIC lost its static IP address (probably because the tool they use somehow managed to only set the IP for that session, and wasn't persisted over the reboot).
Their solution? Disable the firewall, set EVERY NIC to static IP, and give the Everyone user Full Permission to the scanned images directory.

If you install a graphics driver on Lunix, can you immediately start using it without restarting anything?
You can just restart X and start using your new graphic driver.
That's not the same thing as rebooting.
Windows is so much better, a graphic driver doesn't need a reboot, but about everything else requires one

What's wrong with that, it's a heck of a lot quicker than rebooting the whole machine. Your services are all still running too. And unless it's a security-related update you would just wait until it was convenient anyway.
Fairly sure the answer to your question about graphics drivers is that X would have to be restarted there too. But no need for a full reboot.@TimeBandit already said this

You don't want to do a major upgrade to libc (or a few other basic libraries) without a reboot. Technically you can, but it's painful.

My dashcam has worked perfectly for that. Ever since I got it, nothing much has happened around me. (Except for super-important-asshole who closed down US101N at 8:30a at Moffett Field because he needed a personal highway to travel to Oracle the other day...)
edit: Can you tell I'm still bitter about the 18mi drive that took 1.5hr?

Well, I think it's working well. Obviously you don't notice these sort of things if they're functioning perfectl,y so I have to keep that in mind. Twice I've noticed a thread scrolling up slightly when I go to view the latest post, but that's not a problem. Scrolling up in long threads with lots of images doesn't seem to be quite as chaotic. All in all,

We have a show-stop issue with a COTS hardware module, we've finally got a fix from the support team:
From log analysis we saw an issue in timing
We suggest to introduce a 3s delay between issuing[CMDx]
and[CMDy]
Both those commands signal success or failure and we already waited for that before continuing. I really don't like inserting random delays to fix stuff like this. I hope they've at least raised it internally as bug and are going to fix it for the next fw...

Having spent quite a bit of the past few years dealing with hardware which will merrily become very unhappy if you throw messages at it too fast, and knowing why this can happen, I advise that having zero hope on this front will result in never being excessively disappointed. He should be glad that he's got an official workaround…
