It takes a really powerful laser to completely eradicate eyesight. Usually it just makes you see worse.

I have a 5 mW green pen laser and you can see the beam if you use it in the dark. No surprise that a 40W would be easily visible.
Guy's an idiot for not using a welding helmet at that power level though. I bet he has all kinds of little blind spots in his vision that he's not aware of yet.

Dust and moisture droplets in the air. At that power output, there'll be quite a visible scatter from that.
It's part of why it's very difficult to build a long-range laser weapon. Aiming it is easy, but focusing it so that it delivers the power properly is rather harder. And if the power goes up enough, you get arcing in the air from the electromagnetic fields in the beam (crazy stuff) which turns the air molecules in the path into a plasma, and plasmas are opaque to light.

@mott555 IIUC, what makes the beam seem visible in the absence of competing light is the Tyndall effect: the 'beam' that you see is a small portion of the light being deflected by suspended dust particles. It's basically the same thing that causes 'God rays', the 'beams' of sunlight sometimes seen in the sky near twilight and/or coming through a window into a dusty and otherwise dark room.
Laser light shows usually use a fog machine to enhance the effect.

A red laser of similar power (I'm talking typical < 5mW pen lasers) doesn't have a visible beam under the same circumstances. The green ones are also great for pointing out stars in the night sky, as some buddies and I found out while camping in the Rockies last summer.

It's called specular radiation and is a big problem with powerful lasers, basically some of the light is reflecting off dust/water vapor/etc... in the beam path.
My 1W Krypton ion laser scared the poop out of me, I think the cavity luminance was probably enough to damage your eyes let alone the beam. That bad boy took 12KW to make 1W of laser light, the power supply was my University dissertation. That thing in the video is beyond disturbing.

Colour comes into it because of the eye's highly non-linear response. As you said, you need way more red than green for the same apparent brightness. But the visibility of the beam in the first place is just down to power and how clean the air you're firing the beam through is.

Sadly yes, I did sacrifice a lot of balloons. Pointing it at things wasn't that impressive really, you could wave your hand though the unfocused beam, it just felt more stinging than 'hot'. Certainly wouldn't want to hold your hand in it though, it could light a cigarette in 5 seconds or so.

Status: On the train home last night, I heard a guy bragging to his friend about being a programmer, or at least that's what it sounded like. He made lots of comments about how many parameters something needed, and how you need to be on a small project to learn how to deal with a larger project.
He was the absolute scum of the earth.
To paraphrase some comments:
"I don't know how it works, I just stick it all in a container - do you know what Docker is? - I don't even know how it works, I just make it work enough and DON'T TOUCH IT in case it breaks again."
"Yeah, terminal apps are the best, you just make sure they have colored text and the people in charge will think you're a genius!"

Most of the time there's a static discharge when I stand up from my chair, and it often disconnects one of my monitors and my USB keyboard and I have to unplug/plug them back in to restore functionality, even if I am 10 feet away and touching a ground mat as I stand up.

@magus Check the seller. Amazon has a huge problem with people signing up seller accounts, selling stuff at half-price, and then pocketing the money without ever delivering. You can usually tell those accounts because they sell very cheap, have no reviews, and are listed as "Just started".

A friend of mine once worked with a 1 kW UV laser mounted on a servo arm which included a bog-standard HeNe-laser to make aiming possible.
He told me that they once were not quite sure if they forgot to turn off the HeNe-laser because there was a red dot on the wall. Turned out, the red dot was the wall itself in the process of glowing red-hot.
Then there was a time someone got 3rd degreee burns from the reflection of the laser off the wall.
And the coup de grace was the controller logic of the servo arm malfunctioning which led to it moving around erratically with the 1 kw laser still on.
I'm kind of glad that I didn't have to work there because that lab sounded like a prospect for epic lawsuits and jailtime. And somewhat detrimental to health.

@mott555 I mean fair. I'd personally be fine with the Japanese version, since that's how I first played it. And I'd also happily pay for the english one twice. It's one of the best fighting games I've ever played.

Or use a welder. It's more fun that way.
(pre-emptive : I know that's a cutting torch, not a welder, but I had trouble finding pictures of an acetylene torch with a welding nozzle attached.)

Status: Turned off the extension. Apparently the scripts it injects persist on the page until refresh or navigation, which in a SPA like NodeBB means it's still active despite being off on all other pages! WoW
