In Access 97's VBA? They probably did the best they could at the time.
At least, I force myself to believe this.This thing was programmed in 2008 after all, they might not have had the technology (here in house licensed) to do anything better.

Well at least this function was marked as "Production". The other one I posted earlier today was still in development (These two are part of the same database BTW, only modules apart).
How about this?
We can now "pause" processing for a given time! And it only ramps up the core it's running on (if you happen to be on something with multiple CPU cores) to 100% for the entire duration of the wait period, but strangely enough Windows doesn't consider this being unresponsive, despite not accepting any input whatsoever (including Ctrl-Break)!

Why are you not calling out to Sleep() or Yield() or something?
BTW, it seems odd that it's not responsive. Do Events specifically calls your event loop, so first off, it should respond to the UI, and second, sicne it is running the event loop, it's not hung as far as Windows is concerned.
Calling Do Events is almost always the wrong way of doing stuff, though.
