In the case where we're deliberately giving ourselves an economic disadvantage and not making a noticeable difference because China and India's increasing CO2 emissions dramatically outweigh the proposed reductions by the developed countries, then yes, we should use "China won't do that" as a valid reasoning.

On a serious note, you can choose the thumbnail yourself, can't you? Though, IIRC, it picks a few for you and you have to choose from that set. So your hypothesis might still have merit.

If the uploader can pick the thumbnail when they encode the video (and it doesn't necessarily have to be a still from the video), I think you could be right. That's based on me spending about 20mins trying to find the thumbnail from random videos, though...

The default suggestions are from 25% into the video, 50%, and 75%. Creating your own thumbnail used to be one of those premium features you could only do if you had X number of subscribes.
Retsupurae did a video once where a guy left like a solid 4 minutes at the tail end of his video nothing but the thumbnail and no audio, so he could pick it from the defaults YouTube offers.
